A graduate from Ecole Polytechnique and ENSAE ParisTech, Vincent Champain started his career as a civil servant in France’s Ministry of Finance, where he held different positions between 1996 and 2000. He was then appointed Economic Advisor to the Minister of Health and Employment. In 2002, he was recruited by France’s main electric utility, EDF, as a Partnership Director. In 2005 he became CFO and CIO & Economic Development for the City of Lille.
In 2007 he was appointed Deputy Minister at France’s Secretary of State for Foresight, Public Policies Evaluation and Digital. He created the Secretary of State (goals definition, staff recruitement, complex & multistakeholders projects execution). His main achievements were the creation of the Public Policies Evaluation Service (MEPP), the design and launch of 'France 2025' (a strategic audit of France, steered by a large commitee including Jacques Delors, several MPs, trade unions, and based on 350 top experts contributions), and the design of ‘France Numérique 2012,’ a presidential plan for the development of the digital Society in France.
In 2009 he was recruited by McKinsey where he directed performance management, cost reduction and growth/IT strategies projects for governments as well as private companies. He launched the European Public Procurement service line and coauthored several McKinsey Global Institute studies (European Growth & Renewal, Africa’s inclusive growth, France’s employment...)
In January 2012 he joined General Electric France as a COO. He has managed France operations (business reviews, France strategy... ), Business development, and GE representation within the AmCham policy commitee, TTIP and other government industrial initiatives.
Vincent Champain is a member of GE France’s Board of Directors and he chairs the French-American Chamber of Commerce Policy Commitee.
In parallel with his professional activity, Vincent Champain co-chairs Observatoire du long terme (Observatory of the long term), a think tank dedicated to stimulate debates on the long term. He is the author or coauthor of several books and reports, and he also published numerous articles and op-eds on issues such as competitiveness, prospective, employment and public policies.
Vincent Schächter is an energy executive with one foot in M&A and the other in hard science (computer science, biotech, cleantech). After joining Total in 2009 to start biotechnology within the supermajor, he was appointed Vice-President R&D of Total New Energies. As such he built and manages medium to long-term R&D in photovoltaics and storage for Sunpower/Total. He also built Total's network of solar and biotech partnerships, including Sunpower and Amyris.
Prior to that, Vincent Schachter was appointed VP Bioinformatics of the French National Sequencing Center (Centre National de Séquençage) in 2007, after creating and managing computational systems biology lab at CEA (2002-2007).
He graduated from Ecole Normal Supérieure (Paris) and holds a PhD in computer science. IN the late 90es he was one of the founders of biotech startup Hybrigenics, a spin-off from Institut Pasteur.
